 The letter I'm responding to (click to see it) came from Maita Manglapus President of the Rotary Club of Mactan Cebu Philippines. I replied to her with a short comment, but giving it a second thought It deserves more than a few sentences. After all, the president consecrated time to express her opinion in the most polite manner, I owe her to reciprocate similarly. First, I wouldn't expect less from a RC president in defending the organization she belongs but most important describing the activities of her club with such a pride and faith, but at the same time please make sure you understand you do not have the monopoly of a good hearted Rotarian since many others, Rotarians and none,have done the same. Nevertheless, in detailing the nature of your projects one can feel the priorities and noblest of the noble, words that sounds Rotary activity from the heart, like wheelchairs, Education, Vocational, autistic children and more. I did not notice any construction project though…. Our “masters” bosses Dave and Baby Collins and Derek Pyrah they were conceived, drafted and implemented the MG as the prime contact and liaison with the TRF, were just a stinky business. Is now time, and please allow me to introduce myself : I’m former Rotarian EVAN ILIADIS a former member of the RC of Tagbilaran Bohol Philippines, since 2003 and was an active manager of the VAP, Click here please I’m the one all the way to the end of the page. I assisted the VAP to implement its projects in Tagbilaran, I was the web master of the Web site of the RCT site spending countless volunteer hours dedicated 90% to
the VAP activities and less to the club activities, I helped

the VAP” because none could understand at that time who was who, as stupid and
naïve this statement may be…. But please, don’t blame the victim, the scam was
so subtle and the con artists so intimidating personalities that any one will
not even think going as far as I did!….
I managed two feeding programs in the Barangay of Songulan –Dauis, one for the preschoolers, one for the malnourished children, Total more than 100, plus an elderly food distribution and mentally retarded, a 4 computers lab in the Songculan elementary school, all visited by the DG Yumi Espina during his visit in August 2007. Acting all alone with my wife, often neglecting our small children, the implementation being time consuming, let alone some of the expenses never was reimbursed, like gasoline and car related. The managers, had to advance the money for purchasing the food and give the receipts to Dave Collins for reimbursement, which it wasn't always done on time. This attitude caused animosity with most of the managers living on a modest income, myself been wealthier I could survive the delay. It wasn’t an easy ride to keep going with these projects, the Collins wanted them close more than once because they needed the money to build toilets since it was more lucrative in fattening their bank accounts. But they survived thanks to my diplomacy with a few members of the club and some other means.. ***** The first MG came in the end of the year 2004 sponsored by the UK Rotary Club of Melton Mowbray in the amount of total 10,000 dollars. There is nothing to say about the implementation of this MG under the presidency of Dave Collins, except that every one and members familiar with the construction cost noticed he was the builder of the 2 dry toilets at the cost of 1.400 Dollars each equal to 28% of the total amount and not submitted to the lowest bidder but using 3 workers on his payroll. Please, see his report here. then members noticed construction was going on in the schools the club knew nothing about who was funding it. Next, 12 months later the exact same toilet block was charged to the MG 5,000 dollars,See it here Fraud, overcharging lies and intimidation was widespread on all projects including feeding but mostly in construction. In the end of the year 2005 while the Collins were touring Europe in first class plane tickets the club raised the issue but so credulously that once back they (Collins) approached the accusations in a theatrical style in the regular meeting that came out as heroes. It is true, they (members) had not the documentation to support their accusations, me left in France just before I couldn’t help them.
The trio (Dave and Baby Collins, Derek Pyrah) feeling now secure that no one will question any more their activities went out of control. Classrooms were remodeled and projected to become “Vocational Centers” overcharged at un astronomical cost –(I’m in the construction business I built 2 houses in Bohol also) - centers that no one ever received any training for 4 years, in the end Collins had to do something: He brought 3 computers and 3 sewing machines to close the critics mouth. In 2007 he introduced the “food train” program donuts and pastries making with the only impact in the community… just to post a few pictures on the VAPs web site for the donors. Rotarians Dave and Baby Collins were reigning in our club as absolute masters, drafting the MG as fit, presenting them to the foundation using various clever techniques to bypass the deceits in the application and obtain approval like the lifting of the pharmaceuticals. There was also a lot of activity in the castle they own right on the water in Panglao. District governors from AU, VAP “witnesses” and “managers” from AU Grant Coordinators from Evanston Illinois and more. Sorry Yumi, you have never been invited, he really hated you, I don’t know the reason. Actually I know, but is out of subject, besides is a long story…
Dear President this is a quote of your mail: "I don’t personally know you and I was surprised of your emails damaging Rotary and PI." Madame, (Sorry but this is the right spelling of this French word, not Madam) I think at this point you are addressing the wrong person. Those discrediting the rotary and the PI are here. Click and Scroll the window to read all three. Go trough his mails which are only samples of what I have in store, where you can clearly see his way of thinking, him hating everything is PI. I went several times to the cock fighting arena in my wife’s village. I haven’t see more than 300 participants in a village of 4,500 habitants. Are all Filipino men gamblers as he claims? Why you are asking ME to cover them up to preserve the reputation of the damaged image? Why don’t ask them? Why don’t YOU fight for a Rotary free of crooks as others did and paid the price? By the way, the PRC just informed me that Baby Collins is not listed as a licensed pharmacist, and for your information, as soon as the moratorium on pharmaceuticals was lifted she opened a Pharmacy inside her pawnshop!.... She came back from the USA in 1995. Why she didn’t think before? Why you are thankful to the VAP for the 20 centavos you are receiving out of a pesos the clubs and public donated? Pyrah said in his speeches that 97% of the donated amount goes to the site. So there is only 3% left to cover Pyrah's travel and hotel expenses, sumptuous meals in the resorts of Panglao island, travel and accommodations paid for "guests"commercials in the AU tv? The full amount received should be given because that’s how he convinced the donors to write a check!In closing Dear President I would like to address what you can expect from your relationship with the VAP, provided that you are now convinced I’m not an outsider gossiper but a well informed and trusted former VAP manager whereas you just got a sample of information, holding back much more for strategic reasons. 1- Since he was expelled from the RCT, Derek Pyrah needs "affiliated" clubs in the third world, first to convince clubs and donors to donate and then "clean up" the money he's raising in AU. Without this "affiliation" he can't function. He knows that clubs will take whatever he's giving them with no questions asked about the actual amount raised. The case of Anton Faith is an example. 2- Pyrah is not a philanthropist. He will help you with the seed money needed for MG if he and his script writer Collins will draft the MG and will include a "revolutionary dry toilet of course" When time will come, let me know who built the toilets and for how much. 3- Third and last: I'm inviting you again to the RCT VAP managers' link. Madame President, I wish you good luck on your new venture, I hope you have good, honest and vigilant CPAs and Lawyers in your club and the MG management committee will resist VAP's heads corruption temptations as -with the exception of only 3 members - the RCT did. Please keep in mind also that this former Rotarian together with some other Rotarians in Cebu will keep an eye open on the implementation of the MG awarded to VAP participating rotaries, especially with the cataract operations - to mention it just as an example- that the indigenous recipients don't use their Philhealth free benefits to pay for the operation and the MG funds are used for "other purposes" As I said, this is just an example, Derek Pyrah and Dave Collins will teach you more "how to's" Just take a look here to see what I mean. Do you see any of the "managers" being a Filipino? Of course not! As I said before, the trio hates everything is PI, and their only reason of living or coming here frequently is they have found the way to illegally enrich themselves. "They were telling me that they(Filipinos) will give the food to their family or sell it instead of giving it to the children, and all kind of horrible and defamatory stories".
