THE BEGGINING.
(Which is always the best place to begin a tell all story....)
Dave and Baby Collins joined the Rotary club
of Tagbilaran (RCT for short) sometime in the year 1997-98 -I believe – and began
restructuring the club in their own way and tactics to become the leaders “the
most indispensable members, the ones who will elevate the glory of the RCT to
the international level thanks to their connections abroad” (Both
are Americans citizens, Baby Collins did not apply to regain her Filipino citizenship
as of the year 2005)
Their first task was to get rid of members susceptible opponents to their future
plans because of their knowledge in the m
echanics
of the Rotary Matching Grants system that later will become the corner stone
of the scam, as it was to make sure the seniors, “house keepers” and others are
flexible enough not to interfere or dig too deep if suspicion arises, they had
two ways to do it:
Either spreading rumors against some and make them be disgusted and give up their membership -usually by let it run out for not paying their dues-. and for the tough ones hanging in there and not taking NO! for an answer the strategy was different; One of theme was FRANCISCA BALUYOT President of the Rotary Club of Tagbilaran in 1998-99 now president and chief executive officer of the Philippine Gift of Life (PGOL) and the provincial government consultant on health and social services.
The Collins not only wanted her out of the club,
but they wanted her discredited and out of the GOL that at the time she was heading
the provincial chapter only. When I joined the club in 2004 Dave Collins kept
repeating his hatred to Baluyot expressing it in the worst vocabulary you can
imagine. I never knew who she was then, I don’t know her now, other than her
social titles as I read from the press.
But I was a little disturbed by his attitude
and asked what was the real reason behind his defamation and got two: One, he
suspected her to be the author of an editorial appeared in a local newspaper
about the validity of his marriage to Wilfilda Garcia –Calipusan that took place
in the USA while she was still married to a Filipino citizen and her divorce
obtained in the US had no effect here in the Philippines, therefore making the
marriage invalid. According to Collins she exposed the story (without naming
them), alleging it was clear the editorial was directed to them. (Collins) They
went though every single paragraph of the penal code to find a loophole making
possible to file charges against her, but their lawyer advised them not to pursue,
the complain will not go further than the prosecutors office, the case will never
reach a judge's desk.
The second reason was the GOL (Gift of Life organization). Since the Collins were able to convince the club to strike out her membership – the club went along with it in the ground of none payment of her dues – Baluyot could not be related to this organization since is a Rotary funded (according to him again). He undertook a vicious defamatory campaign against her all over the Philippines, Below is just an example of a mail he sent to me and Derel Pyrah.
I can assure you this was the most moderate attack compare to the ones he verbally stressed out in any occasion he could find or create. It was clear to me, they wanted the Gift of Life of Bohol chapter for themselves for whatever reasons they had in mind. But, as usual, the bad guys never prevail Fancy Baluyot not only she hasn’t been excluded from the PGOL as they were hoping but she became the national leader of the organization and now promoted also in the provincial health services activities receiving the gratitude of thousands of indigenous people that have received medical benefits thanks to her. She can live without the Rotary, but as we’ll see later the Collins can’t…

THE ART OF BUILDING A POSITIVE PUBLIC IMAGE
(Make a big public spectacle of whatever issue you choose. Proclaim that God is on our side and the devil is on theirs. Dehumanize those on the other side whenever possible, so we can justify manipulating our sheep (our followers) to hate them and support us).
Once they cleaned up the place their next task will be to build a positive image. There are several ways to do it depending whom you want to convince, the place and timing of the events. In the Philippines one can easily be considered a brave man, a crusader in the name of God by taking on the politicians of all levels for “their inhuman behavior towards the poor that don’t care, but thanks to you, the poor were saved from fines and jail time as the mail you will read shortly was sent to 12ens of recipients to create awareness and sympathy helping raise funds to help those poor indigenous against the unscrupulous tyrants as Collins often painted the officials in Bohol” which can be translated as rules 1,2,3. of the Machiavellian code.
1) Create or expand a social issue where we can generate two strongly opposing sides.
2) Create a problem so we can step in and solve it.
3) Expand on an existing known
problem where the people involved can be manipulated with strong emotion.
The letter he supposedly received from Mrs. Berringer (By the way Is this a Filipino name?) couldn’t be more dramatic and better fit for the plan. As anticipated, the reaction of the partners “philanthropists" from overseas was as expected, even beyond expectation since Collins had to calm them down!.... Which bring us to the birth of the dry toilets building project . Once you are at this page look at the recipients list and ask any of them Filipinos, or any one else that I'm bringing up the following question: Do you know any official in this country,from the top to the very bottom in the hierarchy that has threatened indigenous poor people with fines and imprisonment because she can't afford to build a toilet?

With this and many other means rules 1 and 2 were successfully implemented. The third one needed more elaboration to reach the target and should be powerful, subtly manipulative creating strong emotions. Sorry for the disgusting part of....the emotion... but send your complains to Collins. The picture below was sent attached with others to a mail sent primarily to John Denhel regarding the change of the terms and conditions of the MG implementation. But what no one knew, except probably John Denhel, these pictures weren't taken in Corelia. I will show you later the toilets the kids are using there. "Needless to say that the content of this mail is again all crap that's why the only recipient from the RCT was me. Because it all was a big lie, the club never agree, never knew anything about financing toilets construction in Corelia with its own funds for the simple reason the club never had the money for". How could have? Every single dollar sent by clubs around the world was deposited on obscure bank accounts like "VAP/RAWCS or "Disaster relieve" with custodians Dave Collins and Deo Dioscoro the club having no knowledge of their existence. THE PHARMA STORY OR HOW TO CONVINCE THE FOUNDATION TO LIFT THE MORATORIUM ON MEDECINS IMPOSED TO THE PHILIPPINES DISTRICTS.
Oh! Please! not again! Hell to those other crooks Indians and PDG who dishonored the Rotary by taking bribes and doing all kind of crooked business with the MG. And now they are punishing us,the good guys,innocents trustworthy Rotarians... Innocents? Not so!....
Another area of interest for profit the Collins focused on was the medications. With the whole gang on their side they delivered the battle of their life to convince the TRF to lift the moratorium and approve the financing as applied in the MG "and not punish God children that die every day from lack of medicines" And he prevailed thanks to the bullets launching to the TRF and the district from all sides of the world and a desperate plea, well written by MG drafter Dave Collins mailed to 12zens of Rotarians asking them to intervene in favor of lifting the moratorium and grant his request to approve the funds destined to save lives. Or may be fill up Wilfilda's pharmacy shelves?....You will be the judge...
I have several mails sent by Collins to the TRF and others regarding the medicines but no one where he's anole that Wilfilda Garcia owns not one but two - and may be more - pharmacies. My question to you Dave Collins is this: Why should we believe that you were fighting for the lifting of the moratorium on medicines for the purpose of helping the poor and destitute and not yourself? You and Baby moved to the Philippines some time in 1995 and never thought to open a pharmacy until the year 2005 -6 just about the same time as the MG applications were submitted to the TRF. And now the question: Why anyone should believe that Baby Collins was buying the medicines for the poor and destitute and all were given to them for free? Why should we exclude that a portion of it filled the shelves of her pharmacy? You have cheated in your application and the final report by never disclosing this important information to the TRF as required by the terms and condition for the acceptance and approval of a MG. And here is the report as misleading and deceptive it can be:
1- There wasn't any VALLES CONSTRUCTION company that did the work. You were the contractor, the trucking expenses you are charging was using your own truck.
2- The cost of the toilets did not exceed the amount of 70, 000 pesos generously calculated in your favor by 6 engineers I have estimate- reports.
3- Wilfilda Garcia - your wife- was the handler of the medications, buying, giving and reporting whatever she wanted to whom she wanted. She owns two pharmacies. No amount of explanation can convince any one that she was using the funds for the purpose intended. She should not get involved in the first place. Click here to read the report

money flows on the VAP account in the Philippines. This can be demonstrated in
several mails exchanged I have in file. In these mails they are looking for ways
to increase their income “for the
poor and needy” out side the Rotary where apparently the collect didn’t work
as they wanted to. The Matching Grand Applications to TRF were slow to produce,
too bureaucratic for a Collins as anxious he can be. They decided to seek instant
gratification by inventing a Darfour situation in the
