A Rotary strory - a cover up- Rotarians con artists-scams as practiced and explained by DaveCollins. But he's part of the culture why he's suing his former Club?
Dave and Baby Collins, together with PP Deo Dioscoro and Derek Pyrah's financial support for the legal expenses are putting the Rotary Club of Tagbilaran on trial. For the heck of "If you can't squeeze it anymore just destroy it". They are again miscalculating. Be one of those responsible and intelligent Boholanos - Rotarian or not- educate yourself about this case, support the Rotary Club and boycott their defamatory actions. Go through my pages and read the facts as you'll never hear them in the court. Filipino Rotarians, Boholanos any concerned citizen in the country and the world reading this stand up and denounce it. Write to your District Governor, to the Rotary international and force them to stop this aggression and cover up. Tell them is unethical for Rotary officials to close their eyes in front of this set up against the president of the RCT. Tell them in the Philippines the Rotary has been dishonored and his integrity compromised by foreign members that are serving themselves instead of serving the community as they pretend.
THE GUYS WITHIN
Browsing through the media in the Philippines there isn’t a single day without a headline, editorial, comment or revelation of a new case of corruption now days reached epidemic level affecting all ranks of the society done by lowly government employees to the highest officials of the land.
Dear reader, this writer is a foreigner known as “an Amerikano” as Visayans call all white people that personally should I had to bear a special denotation I would prefer to be “Gringo” as given to us by the Latinos since it includes all non speaking Spanish people living in the US. Native Anglophones consider it an offensive slang, derogatory, others a pejorative characterization that I believe more accurate.
As such, being born and raised out of the Philippines I feel totally incapacitated to fully comprehend this situation and express an opinion on the causes and remedies. The more I read, the more I’am confused, I can’t even catch up the pace the events flying by. But why should I? Make no mistake, is an extremely complex issue that Filipino intellectuals, editorialists media men and women, writers and novelists armed with the sharpest pens still struggling to agree on the cause and even more on the solutions. Those who lived in the country know how some local writers using a good, fine taste humor to approach the subject that it’ll make you laugh till it hurts. One of them is RAMIL DIGAL GULLE in his 207 pages book “corruptionary” For those who have never read it click here for an excerpt. So, "Amerikano", don't try, The best you can do, is read Stanley Karnow's book "In our image" , feel the shame and go on with your life in the country pretending you never read it....
AND THOSE VENUE D'AILLEURS (Those from elsewhere)
It’s about the foreigners living in the Philippines, retirees in their grand majority perceived as controversial, living apart of the local way of life, therefore triggering negative comments from blogers and forum posters like this one I received in my mailbox recently:
“After looking at several of these “Retire in the Philippines-type groups” I have observed that they are designed primarily for the middle aged, Vietnam War era overweight, white guy who is divorced from a middle aged, overweight, bitchy, white wife and has found, or hopes to find a hot and hungry Filipina! And then, to spend his days on some “paradise island” …I call this type of guy, a “Moby Dick” (great white whale). After Joe finds his ideal Chikka, the group’s members offer advice on how Joe can avoid being screwed out of his Yankee dollars! Have fun with these guys! ”
The description is close enough to be true, but the problem I have with it - even personally not concerned at all by the characterization - is that digging further in his blog (Sender’s) it was obvious he was the wrong guy for this kind of statements and got from me a flame as a reply as nasty as it was his comment.
Navigating trough the forums, there isn't better place for learning plenty on where they are coming from, their way of thinking, their way of life in the country, and most important not all foreigners are equals. Anglophones in their grand majority with Americans and Australian leading the numbers dominating the expat forums but also sharing the bulk of the pie in bad reputation, as we’ll see later in this tell all story. You may think this reputation was built and maintained by some sycophants Filipinos in retaliation or hatred of those modern conquistadors invading and subtly governing the country their “Yankee Dollars”(sic!) permitting, Well, think again! They build the web of shame themselves.

I’am inviting you to hear it directly out of the horse’s mouth by reading an exchange of barb in a public forum between two Australians how a good friendship turned sour.
For unexplained reasons he (Chris Bennetts) brought this quarrel to a public forum starting a thread with an introduction like this: “I have lived in Cebu for around 3 years and met many of the expats. There are a few good guys here but I have to say the majority are not worth knowing. Philippines seems to be a refuge for people running away from problems or life in general. People that can not make it back home”.

As I’m about to leave the proem part of this blog approaching the heart of the subject and the reason I’m here today, corruption and crooked business among the foreigners that is, disguised behind their associations with charitable religious or community and volunteer service organizations.
Many of you have read this before, a limited number I chose to inform trough the Rotary’s Club web site directed to Rotarians only, then later starting a foul blown investigation in Australia through another web site where the head quarters of this indecent business -VAP- are located. Frankly, a year later I thought that all was over, my revelations resulted in dismantling the gang or at least downgrading it in the conscience of many-– indeed it did to the satisfaction of many - thinking it was now time to rest and close the site. But some chose to retaliate on the wrong person, harassing innocent people with lawsuits and intimidation something that prompted me to revive the matter and set the record straight once and for all by solemnly submit it this time to the greater public opinion in the Philippines and all over the world for review. Because that’s the right place, where it belongs, since it’s about mismanagement of public money. Let’s get started:Back in September 2007, as a member of the ROTARY CLUB OF TAGBILARAN (RCT for short) I filed a written-signed inquiry with the club asking the president to investigate the then Rotarians Dave and Baby Collins members of the said club the whereabouts of the following amounts of money:
-5 Matching Grants (MG for short) approved and money wired by the TRF (The Rotary Foundation) to a MB (Metro Bank) account the custodians been David Collins and Deoscoro Uy manager of the local MB branch, past president of the RCT and treasurer. The MG I was referring to are:
- RC Milton-Mowbray Matching Grant 2006 P 800,000.00
- RC Milton-Mowbray Matching Grant 2007P950,000.00
- RC Collingwood Canada Matching Grant 2007 P790,000.00
- RC Wilshire Blvd Hollywood Matching Grant 2007 P 900,000.00
- RC West Wollongong Matching Grant 2007 P 902,739.95-Thousands of US dollars received from donations given by clubs and Rotarians around the world that were never registered in the club's accounting report as read in the regular meeting by the treasurer Deo Uy but instead were deposited to an MB account that only Collins and him (Deo) were custodians and knew the ins and outs of the money in violation of RI bylaws that every single dollar must be deposited in a club controled bank account.
-10 millions pesos received from the VILLAGE AIDE PROGRAM based in Australia as Baby Collins claimed on this banner the Club had no prior knowledge of any movement or a bank account under their control with such figures as posted outside her pawn shop downtown Tagbilaran City. Click to see it.
- A detailed cost and bidding documents for all construction projects financed by the RI as required under the terms and conditions or the TRF including Waterless toilets water tanks and more that instead was done by Dave Collins as a prime contractor employing his own workers in violation of the "conflict of interest" section as also described by the TRF bylaws.
The RCT formed an investigative committee to handle the complain but the Collins when ordered to show up on scheduled appointments to explain the accusations did not comply, instead they deserted the club preferring the status of fugitives rather than try to defend the un-defendable, they knew my allegations were concrete solid fully backed with their own fingerprints on. At the same time, I notified the TRF about the fraud – the only word that fits perfectly – joining the necessary documentation to backup my allegations to the attention of Meredith Berliew and Collete Martin - Wilde both Matching Grant supervisors and Heather Fosburgh stewardship supervisor all 3 seating in the RI headquarters in Evanston Illinois.
At the time of my inquiry not all money was invested in the projects intended, they (Collins and Deo Uy were asked to provide a foul accounting of the funds received and disclose where the unused money is. Baby Collins replied that they returned to the TRF 4 million pesos. Not a single proof of it was given to the investigators.
Meanwhile, the TRF charged Catherine King , a senior Matching Grant supervisor – coordinator for the SE Asia Rotary clubs to investigate my allegations. She cleared the RCT of any wrong doing indicating that the club can reapply for Matching Grants if they wish but when asked to provide information about the whereabouts of the 4 million pesos Collins claim they returned she has never answered the question.Knowing what I know about this whole crooked business, having in my hands so many documents and confessions (Which I will share with you shortly) not a minute I believed justice will be done by just alerting the RCT and the TRF. The first, did not realize the magnitude of the fraud involved, neither how the scam was set up as subtle and clever it was beyond their imagination but was taking place under their nose. The second (TRF) didn’t take them long to fully realize the functioning of the laundry machine but they went fast to burry the affair in the name of unity and preservation of Rotary’s good name. Yet, according to Dave Collins it wasn’t the first time the TRF was dealing with similar situations, he describe it in mail sent to us below. May be they knew overly much and this was their source of inspiration?
Editors note: The mail above was sent by Collins in a state of frustration in response to a mail received from Collette Martin -Wide as she was processing the MG requesting to provide her with a Rotary Club controlled bank account instead the one he sent on his name. And as he was there did not omit to lambaste the district for approving the chartering of THE ROTARY CLUB OF UPPER TAGBILARAN against his whishes, You will have the opportunity to read all these mails down the road.
